Matthew Flynn
Executive Director

Matt Flynn was promoted to Training and Apprenticeship Director on July 1, 2023. Matt is a fourth generation member of the Laborers’ Local 530 in Zanesville, Ohio. Matt has been a member since 1993 and worked primarily in the asphalt, concrete, and masonry industries from his time in the field. Before his promotion, Matt faithfully served as an educational instructor for seventeen years and taught a wide variety of classes. Matt is a graduate of Ohio University who earned his Bachelor of Science in exercise physiology in 1998.

Neil Prouty
Training Director

Neil joined OLTC in 2018 as an Educational Instructor and is a member of Local 423. He spent 20 years working for Shelly & Sands, 13 of those years as a paving foreman. Neil has experience working with asphalt, involving resurfacing programs, new construction, airport runways, milling, skid steer operation, site prep, and grade checking. He taught the following: "A" courses, "C" courses, Work Zone Construction, Traffic Supervisor, OSHA, CDL, and Skid Steer Operation.

Teresa Burson
Human Resources Director

Teresa has served as Human Resources Director for the Ohio Laborers Training & Apprenticeship Trust Fund since 2023. She is a member of Laborers’ Local 1216 and brings expertise in human resources, unemployment, workers’ compensation, and legal compliance. Teresa is a local SHRM member through the Wooster Human Resource Management Association and also holds national SHRM membership. She has previously served on committees such as the BWC Safety Congress Education Committee and currently serves on the Board of Trustees for Del-Mor Dwellings, a division of the Delaware-Morrow County Mental Health and Recovery Services Board. Del-Mor Dwellings is a nonprofit organization that provides supportive housing to individuals with disabling mental illness across Delaware, Morrow, and Crawford counties. She holds QPR Gatekeeper and Pathfinder Training certifications for Crisis Counselors through QPR Institute, which prepare her to recognize warning signs of suicide and support employees and students in need. At OLTC, Teresa oversees all areas of human resources, including recruitment, employee onboarding, benefits, attendance, payroll, and performance management. She also ensures compliance with labor laws and advises leadership on workforce strategies that support the organization’s nonprofit mission.
