Matthew Flynn
Executive Director

Matthew "Matt" Flynn became OLTC's Executive Director on June 1, 2024, following his role as Training and Apprenticeship Director from July 1, 2023 through May 31, 2024. Prior to serving in leadership, Matt spent 17 years as an OLTC instructor, teaching a wide variety of courses and helping prepare the next generation of skilled construction professionals. Matt is a "proud" 33-year member of Laborers Local 530.
Matt brings extensive hands-on experience from his years working in the field, with a primary focus on the asphalt, concrete, and masonry crafts. His combination of field experience, instructional expertise, and leadership experience provides him with a strong understanding of the needs of both the apprentices and the construction industry. Matt is a 1998 graduate of Ohio University, where he earned a Bachelor of Science degree in Exercise Physiology. His commitment to education, workforce development and the skilled trades continues to guide his leadership at OLTC.

Neil Prouty
Training Director

Neil became Training Director at OLTC on June 1, 2024. He joined OLTC in 2018 as an Educational Instructor and is a proud member of Laborers Local 423. Prior to joining OLTC, Neil spent 20 years with Shelly & Sands, including 13 years as a paving foreman.
Throughout his career, Neil has gained extensive experience in asphalt paving and construction, including resurfacing programs, new construction, airport runways, milling, skid steer operation, site preparation and grade checking. His extensive field experience provides him with a practical understanding of the skills, safety standards, and technical knowledge Laborers need to succeed in today's construction industry. As an instructor at OLTC, Neil has taught a wide range of courses, including "A" and "C" courses, Work Force Construction, Traffic Supervisor, OSHA, CDL, and Skid Steer Operation. This combination of field and instructional experience has given him a strong foundation for leading OLTC's apprenticeship and journey level training programs. As Training Director, Neil provides leadership and direction for OLTC's training programs and works closely with instructors, staff, contractors, union representatives, and industry partners to ensure training continues to meet the evolving needs of Ohio's construction industry. He is committeed to maintaining high training standards, developing the next generation of skilled Laborers, and supporting a safe, highly qualified workforce in Ohio.

Teresa Burson
Human Resources Director

Teresa has served as Human Resource Director for the Ohio Laborers Training Center since 2023, bringing extensive experience in human resources, law, business management, and the construction industry to her role. She oversees a broad range of human resource functions, including recruitment and onboarding, employee benefits, payroll and attendance administration, performance management, employment-law compliance, and workforce planning. Prior to her human resources career, Teresa worked in legal services with prominent Columbus law firms, including Vorys, Kegler Brown, and Bricker & Eckler. Her legal career provided a strong foundation in research, compliance, documentation, and the management of complex workplace and organizational matters. Teresa is a member of Laborers Local 1216; a local member of the Wayne Area Human Resource Association and a holds a professional membership with the Society for Human Resource Management (SHRM) and has served on the Ohio Bureau of Workers’ Compensation Safety Congress Education Committee. She is also Board Chair of Del-Mor Dwellings, a nonprofit organization providing safe, affordable, permanent housing and supportive services that promote mental health and independence, and has volunteered Human Resource services to other not-for-profit organizations to support housing for the homeless. Her combination of human resources leadership, legal experience, business ownership, and construction-industry knowledge provides Teresa with a unique perspective in supporting OLTC employees and advancing the organization’s workforce and training mission.
